Overview

Phoenix Register of Shipping (PH.R.S.) is an independent Classification Society, acting as an RO/RSO, providing classification services and statutory certification on behalf of Flag States that have authorized PH.R.S. for such purpose, in accordance with its Society’s Rules and Regulations.

The Organization using modern, up-to-date technology and its acquired know-how experience and expertise offers a full range of classification services, covering the needs of the shipping community.

Our mission for safe ships, environmental protection, and ensuring the safety of human life at sea is the one that has shaped our philosophy which is built around a human-centred approach.

PH.R.S.’s quality objectives focus on the Organization’s commitment to maintaining high standards regarding the quality of services, the safety of life at sea, and pollution prevention, in accordance always with the national and international maritime requirements and the requirements of the maritime Conventions & Codes. Several dynamic KPIs are in place for the effective monitoring of the QMS Performance.

The Society in numbers

  • The Society monitors a total fleet of approx. 6.000.000 GT with about 4.100 active vessels, with approx. 3500 vessels under the Greek flag and about 600 vessels under various flags.

  • PH.R.S. provides statutory services on behalf of twenty three (23) Flag Administrations.

  • 50 survey stations worldwide.

Our Quality Management System

The QMS covers all the activities and functions of our services. The system has been documented to describe the daily operation of the Organization, enabling and ensuring an appropriate level of necessary control.

Evidence of compliance with the QMS and the requirements of the standards are provided through the procedures and working instructions.

The Quality Management System is certified as per ISO 9001:2015 standard by EQA Hellas and as a Type A Inspection Body as per IEC/EN ISO 17020:2012 standard by the Hellenic Accreditation System (E.SY.D.: National Accreditation Body).

Scope of Accreditations

The scope of accreditations regards the below fields of accreditation:

  • Initial & periodical inspections and classifications in class ships, barges and floating crafts with their equipment, and in accordance with Organization’s Rules & Regulations as well as under the provisions of the national and international conventions & codes and Flag Administrations’ legislative requirements.
  • Initial & periodical inspections delegated by National Maritime Authorities.
  • Inspections & approvals of drawings and studies for ships.

Archimedes Info / E-Certificates

The Management Information System (Archimedes Info) allows us to implement an automatic step-by-step procedure from application to certification, ensuring proper validation and multi-level verification during the whole process from start to finish.

From the moment the request arrives, the mechanism gets activated in an online, user-friendly environment, and the certificate(s)/documents get issued  automatically from Archimedes Info to ensure that all criteria and requirements have been fulfilled, and all steps of the procedure have been followed, leaving zero space for errors/ mishandlings.

This innovative step, sets the path for the issuance of e-certificates, which will soon be a reality for PHRS.

Our global network includes regional offices in Greece and abroad in all major ports of the world, as well as highly qualified exclusive surveyors/auditors with the appropriate scientific background, surveying experience and training, in order to provide inspection services anywhere 24/7/365, with absolute consistency, impartiality and professionalism.

PH.R.S. maintains branch offices in Dubai, Turkey, Ukraine, Lebanon, Nigeria, survey station all over Greece (Thessaloniki, Patra, Crete, Santorini, Rhodes, Zakynthos, Corfu, Chalkis, Volos, Chios, Syros, and many more) and also worldwide survey stations (i.e Mexico, Philippines, Vietnam, South Korea, India, Egypt, South Africa, Italy, Spain, France, Romania, United Kingdom etc.).

Services

PH.R.S. provides a full range of classification related services (in accordance with IMO MSC.349(92): Code for Recognized Organizations (RO CODE), IMO Assembly Resolution A.739 (18), IMO Assembly Resolution A.789 (19) & the Annexes thereto) for all categories of vessels such as recreational crafts, professional yachts, fishing vessels, Ro–Ro passenger ships, passenger ships, general cargo vessels, oil/chemical tankers, gas carriers, container ships, tug boats, barges, livestock carriers and also for floating units, modus, landing crafts etc.

Flag Authorizations

PH.R.S. is an approved Classification Society by the United Security Coast Guard (USCG) under Tile 6, Code of Federal Regulations (CFR) Part 2.45.

Fleet

As shown in the chart, approx.. 24% of the PHRS fleet consists of Cargo Vessels (incl. General Cargo, Livestock Carriers, Gas Carriers etc.), 22% consists of Passenger Ships (Ro- Ro Passenger, Pleasure Yachts, Recreational Crafts etc.), 10% is Fishing Vessels, 6% consists of Tankers (Oil/ Chemical Tankers) and approximately 32% consists of other ship types including (floating units, floating docks, fishery support vessels, diving boats, MODUs, etc).

Personnel / Company Culture

For PHRS, our most valuable resource is our people and this is why human resources are in the center of our company culture. Agile, committed, qualified, competent and well-trained employees constitute the Organization’s personnel.

The Technical Division of the Organization consists of graduate Naval Architects/ Marine Engineers and Mechanical Engineers. In terms of education all of our employees hold a university degree, however the Organization firmly believes in the need for constant training and personal development and this is why all of our technical staff members follow an annual training plan, customized to their individual needs.
